Authorizes the Mississippi Groundwater Protection Trust Fund to pay up to $1,000,000 annually to supplement Underground Storage Tank (UST) Program administrative costs when tank regulatory fees are insufficient to cover program expenses

Covered administrative costs include preparing regulations, tracking UST owners/operators and compliance, enforcing UST regulations, and investigating/remediating contamination sites

Transfers oversight of the fund from the Department of Natural Resources to the Department of Environmental Quality

Maintains existing fund provisions including the 0.4 cents per gallon environmental protection fee on motor fuels, $10 million fund cap, and $1.5 million maximum cleanup disbursement per site

Allows the special fund for tank regulatory fees to receive monies from the Groundwater Protection Trust Fund in addition to existing sources like fees, grants, and taxes
