Establishes a voluntary Family Engagement Kindergarten Readiness pilot program effective with the 2022-2023 school year to provide home-based instruction to a minimum of 1,000 preschool-age children in Mississippi.

Requires the pilot program to be administered by a 501(c)(3) organization that delivers instruction in reading, mathematics, and science in the child's home and includes parental engagement with support in English, Spanish, and other languages as needed.

Program must align with Mississippi Early Learning Standards for Four-Year-Old Children and nationally recognized early learning standards, limit screen time to one hour per day per American Academy of Pediatrics recommendations, and include evaluation measures for student academic growth.

Authorizes the provision of computers or home internet service to low-income families as needed to support program participation.

Creates the pilot program as an additional component of the existing Early Learning Collaborative Act of 2013.
