Department of Finance and Administration authorized to transfer and convey approximately 1,148.92 acres of Columbia Training School property in Marion County to the Marion County Economic Development District.

State of Mississippi retains all mineral rights to the transferred property, and Marion County Economic Development District must indemnify the state for any environmental defects or liabilities.

Upon sale or conveyance of the property, Marion County Economic Development District is first reimbursed for out-of-pocket development expenses (water, sewer, roads, bridges, electrical), with remaining proceeds split equally between the district and state.

Property must be sold at not less than fair market value as determined by the average of at least two appraisals by certified and licensed Mississippi appraisers.

Mississippi Department of Human Services has six months to harvest and sell timber on the property using a company of its preference, with revenue deposited to state treasury; all timber rights then transfer to Marion County Economic Development District.
