Removes requirement for the school board of a student's residence district to consent to a transfer request; only the receiving school district's approval is needed.

Establishes that a residence school district is "put on notice" of a transfer petition when the school board president or secretary receives it from a parent or guardian.

Requires the receiving school district to act on transfer requests no later than its next regular board meeting and specifies that failure to act constitutes rejection of the transfer request.

Makes the decision of the receiving (transferee) school district final; eliminates requirement for mutual consent between both districts involved in the transfer.

Effective date is July 1, 2022.
