Establishes fee structure for voter registration files: candidates and political parties pay $500, other individuals pay $2,500, while individuals requesting their own records and governmental entities receive files free of charge.

Directs fees collected from voter registration file requests to be deposited into the Elections Support Fund.

Increases county allocation from the Elections Support Fund from 50% to 70% of monies for voting equipment, systems, supplies, and election personnel.

Decreases Secretary of State allocation from 50% to 30% of Elections Support Fund monies for maintaining the Statewide Elections Management System, election security, and voter education.

Takes effect July 1, 2022, with any remaining Elections Support Fund monies transferred by that date to a voting machine purchase fund.
