Transfers $85.57 million from the Capital Expense Fund to create the "2022 IHL Capital Improvements Fund" for university projects including new dining facilities at Jackson State, science buildings, and campus renovations across 11 institutions of higher learning

Allocates $35 million to community and junior colleges and $35.25 million to state agencies for capital improvements, including $21.5 million for Department of Finance and Administration projects such as New Capitol Grounds restoration and building renovations

Transfers $222.3 million to a new "2022 Local Improvements Projects Fund" (including $20.8 million from the BP Settlement Fund) for hundreds of local infrastructure projects statewide including road repairs, fire stations, courthouse renovations, water systems, and community facilities

Provides $100 million for economic development purposes: $40 million to the Mississippi Site Development Grant Fund, $30 million to the ACE Fund, $10 million each to the Mississippi Business Investment Fund and Industry Incentive Financing Revolving Fund, and $7 million to the Economic Development Highway Fund

Creates $7.5 million special fund administered by Mississippi Development Authority to assist three specific businesses: Pinchers Seafood, Halter Marine, and Highland Carbon Solutions with $2.5 million each for facility expansion and operations
