Establishes the Commission for Racial Reconciliation to eliminate discrimination and prejudice in housing, education, employment, health, public accommodations, and justice across multiple protected categories

Creates a 13-member commission with appointments by the Governor (3), Speaker of the House (3), Senate President pro tempore (1), and civil society/reparations organizations (6), with all appointments due by August 1, 2022

Requires commission members to have qualifications in African-American studies and reparatory justice; members serve without compensation but may receive mileage reimbursement

Mandates the commission hold public meetings, keep public minutes, receive written comments, and consult with experts to develop recommendations

Requires submission of a written report with findings and recommendations to the Mississippi Legislature within one year of the commission's first meeting
