Authorizes the Governor to terminate, upon written notice, the executive directors and top officials of 17 state agencies including the Ethics Commission, State Personnel Board, Department of Health, Department of Mental Health, Department of Education, Department of Transportation, Gaming Commission, and Public Service Commission

Changes the Executive Director of the Department of Finance and Administration to serve "at the will and pleasure of the Governor" rather than the current appointment structure

Modifies the State Health Officer position from a six-year term with removal only for cause to serving "at the will and pleasure of the Governor"

Changes the Director of Archives and History from a six-year term to serving at the will and pleasure of the Governor

Changes the Executive Director of the Mississippi Department of Transportation from removal only pursuant to State Personnel Board procedures to serving at the will and pleasure of the Governor
