Creates the Dual Credit Community College Scholarship Program consisting of two components: Academic Dual Credit and Career and Technical Dual Credit programs for eligible high school students.

Mississippi Community College Board shall administer the program through a special fund subject to appropriation, with public community and junior colleges serving as sole providers of dual credit instruction.

Academic program limited to 130,000 semester hours annually, funded at $150 per semester hour in 2022-2023 with future adjustments based on actual tuition costs; career and technical program limited to 20,000 semester hours annually at $250 per semester hour.

Eligible students must be public, private, or homeschooled high school residents of Mississippi who meet dual credit standards and SACSCOC accreditation criteria; students responsible for books, supplies, tools, and transportation costs.

Unexpended balances do not lapse but carry forward to the next fiscal year; program suspends if no funding is provided.
