Prohibits municipal governing authorities from regulating medical facilities, hospitals, clinics, or other health care facilities in ways that restrict free speech or other fundamental rights in the immediate vicinity of those facilities without prior legislative approval

Amends Section 21-17-5 of the Mississippi Code of 1972, which governs municipal home rule authority and the powers of local governments

Adds this restriction to an existing list of actions municipalities cannot take without specific state authorization, including levying new taxes, issuing bonds, and regulating residential rent prices

Applies to all municipalities in Mississippi regardless of population size
