Defines "political subdivision" as counties, municipalities, districts, and other local government entities, and "state agency" as any state department, board, commission, or office.

Requires the Attorney General to submit a monthly written report to state leadership identifying federal agency rules related to pandemics, natural resources, agriculture, land use, financial regulation, gun rights, or religious freedom that were adopted via presidential executive order or violate the U.S. Constitution.

Directs the Attorney General to include in the monthly report the status of any lawsuits filed against the federal government challenging identified rules and whether courts have found them unconstitutional.

Prohibits state agencies and political subdivisions from cooperating with federal agencies in implementing any rule that a court has found to violate rights guaranteed by the U.S. Constitution.

Effective date: July 1, 2022.
