Requires health benefit plans to reimburse for services performed by any duly licensed physician, podiatrist, optometrist, nurse practitioner, psychologist, professional counselor, clinical social worker, marriage and family therapist, or chiropractor when the service falls within their lawful scope of practice

Prohibits health benefit plans from discriminating against or excluding qualified physicians located within the plan's geographic coverage area who are willing to meet participation terms, and requires plans to notify applicants of acceptance within 60 days

Allows health benefit plans to maintain quality control measures and cost-control systems (including gatekeeper systems) as long as these measures are applied equally to all providers in the same class

Excludes providers committing fraud or other illegal activity from participation rights under the act

Grants the Commissioner of Insurance enforcement authority, including the power to seek injunctions against health insurers in court, effective July 1, 2022
