HB 1434 Summary

• Amends the definition of "agency" in the Mississippi Accountability and Transparency Act to include counties and municipalities, removing the previous exclusion.

• Requires each county with a population of 80,000 or more and each municipality with a population of 10,000 or more to create and maintain an accountability and transparency website or establish a separate section on their existing website by July 1, 2023.

• County and municipal websites must provide access to financial reports, audits, budgets, and other financial documents used to allocate and account for public funds, with links and features to help the public review financial information.

• Removes counties and municipalities from the exclusion in Section 27-104-163 regarding state agency meeting notices, though they remain excluded from the requirement that the Department of Finance and Administration publish their meeting notices.

• The act takes effect July 1, 2022.
