Expands the definition of "lobbying" to include attempting to influence procurement of materials, services or construction by an agency, and promoting or attempting to influence the awarding of grants or contracts with any department or agency of the executive, legislative or judicial branch of state or local government.

Broadens the definition of "lobbyist" to include any individual employed by or contracted with a private entity for consulting or similar services who also engages in any lobbying activities, with no exemption available under Section 5-8-7.

Extends the definition of "lobbyist" to include any individual who attempts to influence members or employees of governing authorities, county boards of supervisors, utility districts, water boards, sewer boards, or other similar local boards.

Amends Section 5-8-7 to clarify that the exemptions from lobbyist registration do not apply to individuals described in the new expanded definition of "lobbyist."

Effective date: July 1, 2022.
