Authorizes the State Bond Commission to issue up to $100,000 in general obligation bonds to assist the City of Jackson with improvements to Flowers Park, including construction, repair, renovation, and equipment upgrades.

Creates a special fund called the "2022 City of Jackson Flowers Park Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for the specified park improvements.

Bonds shall be general obligations of the State of Mississippi backed by the full faith and credit of the state, mature within 25 years, and are exempt from state taxation.

No bonds may be issued under this act after July 1, 2026; any remaining fund balances after project completion shall be applied to pay bond debt service.

Takes effect July 1, 2022.
