Amends Section 31-7-13 of the Mississippi Code to differentiate reverse auction requirements between state agencies and governing authorities for purchases over $50,000.

Requires state agencies to obtain approval from the Public Procurement Review Board before determining that a reverse auction is not in the best interest of the agency, and requires submission of a detailed explanation of why reverse auction would not be suitable.

Requires governing authorities to obtain approval from their governing board before determining that a reverse auction is not in the best interest, and requires findings to be placed in the board's minutes explaining the determination.

Prohibits reverse auctions for public contracts involving design or construction of public facilities (buildings, roads, bridges) and term contracts.

Takes effect July 1, 2022.
