Prohibits reverse auctions for procuring labor or services related to design or construction, or for goods and materials that must be fabricated, constructed, or installed through construction or design labor.

Extends the reverse auction prohibition to all public contracts for design, construction, fabrication, installation, improvement, repair, renovation, or remodeling of public facilities including buildings, roads, and bridges, regardless of whether materials or supplies are included.

Requires that if a purchasing entity determines a reverse auction is not in the state's best interest, the Public Procurement Review Board must approve an alternative bidding method.

Applies effective July 1, 2022.
