Expands commercial driver's license (CDL) test waivers to include knowledge tests, driving skills tests, passenger endorsement tests, tank vehicle endorsement tests, and hazardous materials tests for applicants meeting federal requirements under 49 CFR, Part 383.77

Extends commercial learner's permit validity period from six months to one year, with only one renewal or reissuance permitted within a two-year period

Requires the Commissioner of Public Safety to adopt rules for test waivers and entry level driver training waivers by July 1, 2023

Modifies diabetes exemption requirements for CDL applicants by replacing the requirement for examination by a "board-certified/eligible endocrinologist" with examination by a "treating clinician" who manages and prescribes insulin for the individual

Takes effect July 1, 2022
