Creates the Mississippi Department of Labor effective July 1, 2022, consolidating labor-related functions including employment security, job development, and worker relations.

Abolishes the Mississippi Department of Employment Security and transfers its duties, powers, funds, and equipment to the new Department of Labor's Office of Employment Security.

Establishes the Commissioner of Labor as an elected state official with a four-year term, to be first appointed by the Governor and elected starting in the general election of 2023; sets annual salary at $90,000.

Organizes the Department of Labor into five offices: Employment Security; Job Development and Training; Industry Service and Industry Start-up Training; Employee Relations and Job Discrimination; and Disabled Employee Assistance.

Requires the Department to administer federal and state job training programs, coordinate with educational institutions on vocational training, provide mediation and arbitration services for labor disputes, and serve as an information clearinghouse on Americans with Disabilities Act compliance.
