Authorizes issuance of up to $25,000,000 in state general obligation bonds to fund construction, furnishing, and equipping of a multi-purpose athletic training facility at Alcorn State University

The facility would be approximately 85,000 square feet with a 65-foot roof clearance, featuring a full-length 100-yard turf field surrounded by a 200-meter track with designated practice areas for football, track, soccer, tennis, baseball, and softball

Facility would include athletic training rooms, film towers, equipment rooms, weight facility, student-athlete lounge, banquet facility, offices, historical displays, and community meeting rooms

Creates the "2022 Alcorn State University Multi-Purpose Training Facility Fund" as a special fund within the State Treasury to hold bond proceeds

Bonds must be issued before July 1, 2026, with maturity not to exceed 25 years from date of issue, and are exempt from all Mississippi taxation
