Requires county registrars to cross-check voter registration applications against Department of Public Safety driver's license records and the federal SAVE (Systematic Alien Verification for Entitlements) database to verify U.S. citizenship status

Applicants flagged by both databases as non-citizens must be notified by first-class mail and have 30 days to provide proof of citizenship (birth certificate, U.S. passport, naturalization documents, or documents under the Immigration Reform and Control Act of 1986)

Applicants who fail to respond are placed in "PENDING" status and may only cast affidavit ballots, which count only if citizenship proof is provided within 5 days; failure to resolve status by the next federal general election results in "REJECTED" status

Increases the share of Elections Support Fund distributed to counties from 50% to 70% for voting equipment, election administration, and training, while reducing the portion deposited to the State General Fund from 50% to 30%

Eliminates the previous requirement that naturalized citizens present naturalization documentation to registrars before being allowed to register or vote
