Appropriates $6,000,000 from the Coronavirus State Fiscal Recovery Fund to the Board of Trustees of State Institutions of Higher Learning for the Nursing and Respiratory Therapy Education Incentive Program for fiscal year 2023.

Requires the agency to determine that all reimbursements are necessary expenditures eligible under Section 602 of the American Rescue Plan Act and that recipients have not received duplicate reimbursement from other sources.

Mandates compliance with the Single Audit Act and Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements.

Prohibits use of appropriated funds to pay employee premium payments.

Requires the agency to certify to the Department of Finance and Administration that all expenditures comply with U.S. Treasury guidelines for the Coronavirus State Fiscal Recovery Fund, with recipients liable for repayment if funds are determined to have been improperly expended.
