Authorizes issuance of state general obligation bonds totaling up to $25,000,000 to fund construction, furnishing, and equipping of a nursing school building and related facilities at Hinds Community College Rankin Campus in Pearl, Mississippi.

Limits bond issuance to no more than $12,500,000 per fiscal year, with all bonds required to be issued by July 1, 2026.

Creates a special fund designated "2022 Hinds Community College Rankin Campus Nursing School Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Pledges the full faith and credit of the State of Mississippi to repay bonds, with principal and interest paid from legislative appropriations or the State Treasury if appropriations are insufficient.

Bonds bear interest at rates not exceeding limits in Section 75-17-101 of Mississippi Code, with maturities not to exceed 25 years, and are exempt from state taxation.
