Authorizes issuance of $4,490,000 in state general obligation bonds for the Water Pollution Control Revolving Fund, with $2,870,000 for Clean Water State Revolving Fund appropriations and $1,620,000 for Infrastructure Investment and Jobs Act appropriations.

Amends Section 49-17-85 to allow interest and investment earnings on the Water Pollution Control Revolving Fund to be used to pay principal and interest on the authorized bonds as they become due.

Brings forward Section 27-7-22.41 regarding income tax credits, insurance premium tax credits, and ad valorem tax credits for contributions to eligible charitable organizations serving children in foster care and at-risk youth.

Bonds are general obligations of Mississippi with full faith and credit pledged; bonds mature within 25 years and are exempt from state taxation.

Effective July 1, 2022.
