Appropriates $11,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for the MAGnet Community Health Disparity Program for fiscal year 2023.

Directs funds to address disproportionate COVID-19 infections and deaths in minority and disadvantaged communities through developing mitigation plans and reducing racial disparities in vaccine distribution and delivery.

Makes Federally Qualified Health Centers eligible to receive funding through the MAGnet Community Health Disparity Program upon application and approval.

Requires the State Department of Health to verify all expenditures comply with federal guidelines under the American Rescue Plan Act Section 602 and ensure no duplicate reimbursement from other sources.

Establishes that any improper use of funds determined by federal inspectors general must be repaid by the responsible department or recipient to the State of Mississippi for federal repayment.
