Appropriates $171,000,000 from the ARPA Wastewater Infrastructure Fund to the Department of Environmental Quality for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Funds the ARPA Wastewater Infrastructure Grant Program established under House Bill 1425 of the 2022 Regular Session

Requires the department to verify each disbursement qualifies as an eligible expenditure under the federal American Rescue Plan Act of 2021 and that recipients have not received duplicate reimbursement from other sources

Mandates compliance with federal Single Audit Act requirements and Uniform Guidance provisions for internal controls, sub-recipient monitoring, and audits

Holds the department or grant recipients responsible for repaying any funds to the state if federal inspectors determine expenditures were improper and require repayment
