Appropriates $300,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for the ARPA Rural Water Associations Infrastructure Grant Program established under House Bill 1421

Funds must be used for expenditures eligible under Section 602 of the federal Social Security Act as added by the American Rescue Plan Act of 2021, with the department required to verify compliance before disbursing any funds

Recipients must not have received or be receiving reimbursement for the same expenses from any other source, including insurance proceeds

Prohibits use of appropriated funds for employee premium payments

Requires the department or any recipient to repay the State of Mississippi if federal inspectors determine funds were used improperly and the state must repay the federal government
