Appropriates $20,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for fiscal year 2023 to fund grants for hospital facility expansions that increase capacity for COVID-19 patient care, as established under HB 928.

Department must determine that each reimbursement is for necessary expenditures eligible under Section 602 of the federal Social Security Act (American Rescue Plan Act of 2021) and that recipients have not received reimbursement from other sources.

Department must ensure all funds are disbursed in compliance with the Single Audit Act and Uniform Guidance requirements, including internal controls, sub-recipient monitoring, and audit requirements.

Department must certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

If federal inspectors determine improper use of funds, the responsible department or recipient must repay the misspent amount to Mississippi for return to the federal government; effective July 1, 2022.
