Appropriates $4,500,000 from the Coronavirus State Fiscal Recovery Fund to the Board of Trustees of Southwest Mississippi Community College for construction of a new indoor multipurpose center on campus for fiscal year 2023.

Requires the board to determine that all reimbursements are necessary expenditures eligible under Section 602 of the federal American Rescue Plan Act of 2021 before disbursing funds.

Mandates the board ensure no recipient receives duplicate reimbursement from other sources, including insurance proceeds, for the same expenses.

Requires compliance with the Single Audit Act and federal Uniform Guidance standards for internal controls, sub-recipient monitoring, and audit requirements.

Makes the board or recipient liable to repay the State of Mississippi any funds determined by federal Inspector General offices to have been expended in violation of federal guidelines, with repayment going to the federal government.
