Appropriates $900,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Distributes funds to counties, metropolitan cities, and nonentitlement units of local government for water and sewer infrastructure projects authorized under the American Rescue Plan Act

Requires $600,000,000 of the total to be directed to metropolitan cities and nonentitlement units with the greatest need, as determined by the department

Recipients must provide matching funds from their own American Rescue Plan Act allocations for water or sewer infrastructure projects, with the percentage specified by the department

Requires compliance verification with federal Treasury guidelines before disbursement, and holds recipients liable to repay the state if federal auditors determine funds were used improperly
