Appropriates $117,462.00 from the State Treasury to the Mississippi Auctioneers Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Requires the commission to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2022, with comparable budget request submissions for fiscal year 2024.

Directs the agency to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Mandates compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2022.
