Appropriates $977,331 from special funds to the State Board of Cosmetology for fiscal year 2023 (July 1, 2022 through June 30, 2023)

Authorizes 13 permanent staff positions with no time-limited positions

Requires the board to maintain policies prohibiting wigology licenses and allowing pre-July 2014 wig specialist and wig salon license holders to continue practicing under previous statutory requirements

Sets performance targets including testing 1,500 students, inspecting 80% of salons and schools annually, and processing 100% of completed applications within 10 business days

Limits the board to meeting no more than 62 days per year
