Appropriates $3,640,864.00 from special funds to the State Board of Medical Licensure for fiscal year July 1, 2022 through June 30, 2023.

Authorizes 27 permanent positions and 0 time-limited positions for the board with restrictions on salary escalations without additional funds from the legislature.

Allocates up to $500,000 to the Mississippi Physician Health Program and up to $130,000 to the Mississippi Board of Pharmacy for the Prescription Monitoring Program.

Allows the board to escalate funds by up to $260,000 and add 3 positions to assist the Mississippi Department of Health with implementation of the Medical Cannabis Act.

Establishes performance targets for licensure renewals (100% online, 100% issued within seven business days) and investigative metrics including a 4% recidivism rate for disciplinary actions and resolution of 15% of complaints within seven business days.
