Allocates $400,000 for grants to ABET-accredited engineering programs and Board-approved surveying programs at Mississippi colleges and universities, with the Board required to report grant awards to the Governor, Lt. Governor, and Appropriations Committee chairs

Requires the board to maintain complete accounting and personnel records and prohibits incurring obligations exceeding appropriations

Mandates purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service
