Appropriates $13,078,204 from general funds and $280,000 from special funds to the Mississippi Department of Insurance for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes 145 permanent full-time positions for the department with constraints on salary actions and personal services spending for fiscal year 2024.

Allocates specific funds including $250,000 for the State Fire Marshal's Office fire safety programs, $100,000 for inspector vehicles, and $50,000 for smoke alarms.

Provides $6,000,000 total for Rural Fire Truck Acquisition Assistance Program and $2,000,000 for Rural Fire Truck Matching Assistance Fund from various special fire-related funds.

Establishes performance targets for the department including 150,000 producer licenses issued, 13,000 customer assistance requests, and 8,000 fire marshal inspections during fiscal year 2023.
