Appropriates $5,519,019 from the General Fund and $1,462,500 from special funds to the State Fire Academy for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes 60 permanent full-time positions for the agency with restrictions on salary increases and transfers without proper approvals and funding documentation.

Sets performance targets of training 14,000 students at an average cost of $479.74 per student in FY2023.

Allocates $1,100,000 for an aerial apparatus ladder truck, $75,000 as state match for a specialty rescue truck, and $187,500 for specialty training fuel from the Capital Expense Fund.

Requires the agency to maintain complete accounting records in the same format as FY2022 and submit FY2024 budget requests with comparable detail levels to the Joint Legislative Budget Committee.
