Appropriates $1,751,368 from the Real Estate License Fund to the Mississippi Real Estate Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023), authorizing 16 permanent positions

Appropriates $460,579 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2023, authorizing 4 permanent positions

Requires both agencies to ensure personal services expenditures for FY2023 do not exceed appropriated levels, with the State Personnel Board prohibited from processing salary actions (except essential new hires) if projected costs exceed annualized costs

Prohibits using general funds to replace withdrawn federal or special funds for salaries, and prohibits fund use that violates IRS Publication 15-A regarding contract employee income reporting

Requires agencies to maintain complete accounting and personnel records and gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids
