Appropriates $1,423,208.00 from the State General Fund to the Mississippi Arts Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Appropriates $5,587,000.00 from special funds and donations to the Mississippi Arts Commission for the same fiscal year.

Authorizes 10 permanent positions and 2 time-limited positions for the commission with restrictions on salary escalations without new funding.

Allocates $1,490,000.00 from the Education Enhancement Fund for educator training, arts programs in public schools, miscellaneous grants, and the Whole Schools Initiative.

Allocates $3,000,000.00 from the Capital Expense Fund for the Building Fund for the Arts Initiative and establishes an Arts Commission Challenge Initiative Fund for competitive grants requiring grantees to provide matching funds of at least 2 times the grant amount.
