Appropriates $10,576,872 from the State General Fund and $3,139,465 from special funds for the Mississippi Library Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Authorizes 48 permanent staff positions and allocates $4,078,031 specifically for health insurance coverage for all full-time public library staff members statewide

Requires at least $1,350,000 be spent on the MAGNOLIA database, with $350,000 coming from the Education Enhancement Fund and $493,847 total from that fund for operations

Sets performance targets including 120,000 children participating in the summer library program, 40,000,000 searches on MAGNOLIA, 4,000 patrons using Braille/audio services, and 30 continuing education workshops

Mandates quarterly distribution of Personnel Incentive Grants to eligible public library systems on September 30, December 31, March 31, and June 30
