Appropriates $296,499.00 from the State General Fund to the Grand Gulf Military Monument Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Appropriates $467,875.00 from the special fund in the State Treasury to the commission, with $355,000.00 of this amount designated for maintenance, repairs, and fiber internet installation from the Capital Expense Fund.

Authorizes 7 permanent full-time positions for the commission and establishes salary restrictions requiring that FY2024 personal services funds not exceed FY2023 levels unless new programs or positions are added by the Legislature.

Reappropriates $25,000.00 in Capital Expense Funds previously authorized under HB 1394 (2021) for the same fiscal year period.

Requires the commission to maintain accounting and personnel records in the same format and detail as FY2022 and mandates compliance with state vehicle use regulations and procurement preferences for Mississippi Industries for the Blind.
