Appropriates $0.00 in special funds to the Mississippi Broadband Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023) to defray operating expenses.

Authorizes 0 permanent and 0 time-limited positions (both full-time and part-time) under the appropriation.

Requires the Mississippi Broadband Commission to maintain accounting and personnel records in the same format and detail as fiscal year 2022 and submit fiscal year 2024 budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodity or equipment purchases, and when purchases are made without competitive bidding.

Prohibits the agency from incurring obligations or indebtedness exceeding the appropriation amount and establishes accountability for violations; takes effect July 1, 2022 and repeals June 30, 2023.
