Appropriates $34,861,746 from the State General Fund and $518,982,131 from special funds to the Mississippi State Department of Health for fiscal year 2023 (July 1, 2022 through June 30, 2023)

Allocates $28,000,000 to the Trauma Care System, with funds permitted for distribution to out-of-state trauma centers including facilities in Memphis, Tennessee, Mobile, Alabama, and Augusta, Georgia that participate in the Mississippi Trauma Care System

Designates $20,000,000 from the Tobacco Control Program Fund for various health initiatives including the UMMC Cancer Institute ($4,250,000), school nurse program ($3,060,000), and Mississippi Qualified Health Center Grant Program ($3,400,000)

Provides $7,484,638 in general funds plus $3,800,128 in reappropriated capital expense funds for the Mississippi Medical Cannabis Program, with performance targets including approval of 10,000 qualifying patients and licensing of 25 cannabis cultivation facilities

Authorizes 939 permanent positions and 1,375 time-limited positions for the department, with additional allocations for specific programs including $2,500,000 for the Rural Hospital Loan Program, $700,000 for AIDS drugs and services, and $1,000,000 for the Mississippi Burn Care Fund
