Appropriates $584,679.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Appropriates $25,061,219.00 from special funds and other sources available to the commission for fiscal year 2023.

Authorizes 15 total positions for the commission: 9 permanent positions and 6 time-limited positions.

Restricts personal services expenditures in fiscal year 2024 to not exceed fiscal year 2023 appropriated amounts unless new programs or positions are added by the Legislature.

Authorizes the commission to retain funds from equipment sales for purchasing equipment and to receive and expend bond proceeds from authorized bond sales under state law.
