Appropriates $20,359,634.00 in special funds to the Pearl River Valley Water Supply District for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Authorizes 116 permanent positions and 1 time-limited position for the district, with restrictions on salary increases and escalations requiring Department of Finance and Administration approval.

Allocates $200,000.00 for overtime, callback, and standby pay and provides funds from the Ross Barnett Reservoir Dredging Fund for sediment and debris removal.

Requires the district to waive traffic control fees for vehicles with "REZ" tags and to grant priority to ESPN Bass Masters Classic, FLW Major Open, and Catch A Dream Foundation Bass Classic events with waived launch and special event fees.

Directs funds to be deposited at interest with state depositories and requires the district to maintain accounting and personnel records in the same format and detail as fiscal year 2022.
