Authorizes expenditure of $8,978,033.00 from special funds for the Tombigbee River Valley Water Management District for fiscal year 2023 (July 1, 2022 - June 30, 2023) to cover bond maturities, interest, maintenance, project development, and other authorized expenses.

Authorizes 17 permanent positions and 0 time-limited positions for the district during fiscal year 2023.

Requires the district to maintain accounting and personnel records in the same format and detail as fiscal year 2022 and submit budget requests in comparable format for fiscal year 2024.

Mandates that the district give preference to Mississippi Industries for the Blind when multiple equal bids are received or when making purchases without competitive bidding.

Requires all excess operating funds to be deposited in banks earning interest at least equal to state treasury deposit rates and prohibits the agency from incurring obligations exceeding its appropriation.
