Authorizes expenditure of $13,314,302.00 in special funds for the Yellow Creek State Inland Port Authority for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Approves 17 permanent authorized positions and 0 time-limited positions for the Authority.

Allocates $50,000.00 for salary increases to fund overtime, callback, or standby pay.

Requires the Authority to maintain complete accounting and personnel records in the same format and detail as fiscal year 2022, with comparable budget request formats for fiscal year 2024.

Directs the Authority to give preference to Mississippi Industries for the Blind when two or more equal bids are received or when purchases are made without competitive bidding.
