Appropriates $1,426,077,673 from special funds to the Mississippi Department of Transportation for fiscal year 2023 (July 1, 2022 - June 30, 2023), with 2,906 authorized permanent positions

Allocates funds across five program areas: Construction ($983,995,968), Maintenance ($264,476,524), Debt Service ($78,782,972), Administration ($62,667,692), and Aeronautics/Rails ($36,154,517)

Requires minimum expenditure of $80,000,000 for contracted maintenance overlay and pavement rehabilitation, plus $45,000,000 for maintenance projects and $35,000,000 for capacity projects

Mandates $650,000 transfer to Department of Agriculture and Commerce for Beaver Control Program and $5,000,000 transfer to Department of Public Safety for Commercial Transportation Enforcement Division
