Establishes the "Forming Open and Robust University Minds (FORUM) Act" to protect freedom of speech and expressive activity on campuses of Mississippi state institutions of higher learning.

Prohibits state institutions from denying religious, political, or ideological student organizations any benefits or privileges available to other student organizations, and prohibits requiring leaders or members to affirm organizational beliefs or comply with organizational standards.

Designates outdoor campus areas as public forums where expressive activities are permitted, prohibits creation of "free speech zones," and allows only reasonable, content- and viewpoint-neutral time, place, and manner restrictions.

Requires state institutions to develop materials and training for administrators and staff regarding free expression policies, and to publish policies in handbooks, websites, and orientation programs.

Establishes annual reporting requirements to the Governor and Legislature detailing barriers to free expression, incidents of disruption, and disciplinary actions taken; creates a private right of action with minimum damages of $5,000 and a one-year statute of limitations for violations.
