Appropriates $42,000,000 from the Coronavirus State Fiscal Recovery Fund to the Capital City Water/Sewer Projects Fund, then to the City of Jackson for water/sewer infrastructure projects in fiscal year 2023.

Allocates funds as follows: $4,000,000 for GIS-based hydraulic computer model; $20,000,000 for O.B. Curtis and JH Fewell Water Treatment Plants repairs; $12,000,000 for water distribution line improvements; $6,000,000 for wastewater collection line repairs.

Requires City of Jackson to expend at least 85% of funds received directly from the U.S. Department of the Treasury under the American Rescue Plan Act for water/sewer infrastructure projects as a condition of receiving appropriated funds.

Mandates the City conduct individualized determinations that all reimbursements are eligible under Section 602 of the Social Security Act as amended by ARPA and comply with federal audit and internal control requirements.

Requires the City to repay Mississippi if federal inspectors determine funds were expended improperly, and the state must repay the federal government for such non-compliant expenditures.
