Appropriates $20,000,000 from the Coronavirus State Fiscal Recovery Fund to the Hinds County Board of Supervisors for construction and development of two water wells and related towers serving a new detention center near McDowell Road and Gallatin Street in Jackson.

Requires the board to determine that all expenditures are necessary and eligible under Section 602 of the federal Social Security Act as amended by the American Rescue Plan Act of 2021, and that recipients have not received reimbursement from other sources.

Mandates compliance with the Single Audit Act and Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements.

Requires the board to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Makes the board or recipient liable for repayment to the State of Mississippi (for federal repayment) if federal inspectors determine funds were used improperly.
